The updated "Ecology" service is available in the personal account for legal entities

In the personal electronic account for legal entities on the website of PrJSC "AK "Kyivvodokanal" (hereinafter - Kyivvodokanal), the "Ecology" service is available. Currently, by clicking on the "Ecology" tab, the subscriber has the opportunity to view information about all objects for which an agreement has been concluded with Kyivvodokanal for the provision of centralized water supply and centralized wastewater services, as well as send/receive documents through the electronic document management system.

Advantages of the updated service:

  • transparency of work between consumers and the environmental supervision department;

  • sending/receiving documents 24/7;

  • no need to visit customer service centers (no need to stand in queues);

  • quick access to information in the context of the subscriber's enterprise at any convenient time in any place, namely:

1. Sending documents through the electronic document management service for legal entities;

2. Receiving signed conditions for discharging wastewater into the city sewer (hereinafter referred to as the discharge conditions) and a water management passport;

3. Receiving settlement documents (for any period required by the subscriber);

- information protection, as unauthorized persons will not have access to your personal account.

p. 1. Sending documents through your personal account:

To enter your personal account, the subscriber must:

- go to the website of PrJSC "AK "Kyivvodokanal" at the link: https://vodokanal.kiev.ua

- go to the "For companies" tab:

- go to the account of legal entities: https://legals.vodokanal.kiev.ua/welcome

- enter the subscriber's login and password (recall that the login is the subscriber's Unified State Register of Legal Entities/TIN).

In case of loss of password for entering personal account, the subscriber should contact:

If the subscriber does not have an account, he should contact the consumer service centers of PJSC "AK Kyivvodokanal":

- Consumer Service Center No. 1 (Leiptsyzka St., 1-A, Kyiv);

‑ Consumer Service Center No. 2 (Elektrotekhnichna St., 16-A, Kyiv).

After entering the personal account, the subscriber must select the "Ecology" tab, where general information about the facility is located (water management passport, discharge conditions, all contracts with the Company, inspection reports, chemical analysis protocols, invoices/calculations and payments).

To send documents through the personal account, you must click on the "Submit Documents" tab:

The next step is to select the required document for submission (currently active: Agreement for normatively clean water; Agreement for services for the discharge of excessively polluted wastewater into the city sewer; Agreement for wastewater control; Agreement for debt restructuring; Letter for the engineer's departure to inspect the facility; Letter for postponement/granting deadlines; Letter on the implementation of comments/prescriptions of inspection acts; Letter on assigning the facility the status of socio-cultural purpose; Super-normative agreement; Submission of an application for issuance/extension of conditions for wastewater discharge; Submission of an application for registration/re-registration of a PVG; Information letter (change of details and responsible person, etc.)).

The next step is to determine additional document parameters by type of sewer network and by method of water use (For Submission of an application for issuance/extension of conditions for wastewater discharge; Submission for registration/re-registration of a sewage treatment plant):

The next step is to upload scanned copies of documents from the subscriber's computer or electronic media. Please note that the documents must be scanned from the original and combined into one file (in pdf or jpg format, the file name must be simple, not contain different characters, the file size must not exceed 10 MB), to compress the files we suggest using: https://www.ilovepdf.com/uk. Files are uploaded via the browsers "Google Chrome" and "Mozilla Firefox" and via the computer platform "Microsoft Windows 10, 11" (platforms below "Microsoft Windows 8" are not supported by these browsers)

Please note that the EDRPOU/TIN code under which the subscriber entered the personal account must correspond to the EDRPOU/TIN code of the qualified electronic signature (QES)/electronic digital signature (EDS) (hereinafter referred to as the QES/EDS) of the subscriber (i.e. if the subscriber entered the personal account under one login (EDRPOU/TIN code), but sends documents signed by the QES/EDS of another subscriber, such documents will be directed by the program to the “waiting for signature” folder, therefore, they will not be sent to the Department of Environmental Supervision.

A qualified electronic signature (QES) is an analogue of a handwritten signature. Its legal force is confirmed by the Law of Ukraine “On Electronic Document Management and Electronic Documents” (https://zakon.rada.gov.ua/laws/show/2155-19#Text and https://zakon.rada.gov.ua/laws/show/851-15#Text)

The link: https://www.ukrstat.gov.ua/elektr_zvit/inf_akcen/centr.htm contains a list of qualified providers (accredited key certification centers) that issue CEP keys (as of today there are more than 20 of them), with an active transition to the site to familiarize yourself with the procedure for issuing keys.

The next step is to sign the downloaded CEP/EDS documents and send them to the Department of Environmental Supervision (sending takes about 20 minutes).

The receipt of documents to the Department of Environmental Supervision can be checked in the "history" of the corresponding document (marked in green). If the history contains the information "It was read via the API of the Department of Environmental Supervision", then it means that they have been received (marked in green).

p. 2. Sending documents via the electronic document management service "Signy" (https://my.signy.online/scenario/kvkDocType) (currently active are the Application for approval of the water management passport and the Application for obtaining/extending conditions for wastewater discharge)

Registration and login to the "Signy" service (https://my.signy.online/scenario/kvkDocType) are carried out using a qualified electronic signature (QES/EDS).

Important! After registering and logging into the "Signy" service, you must follow the link (https://my.signy.online/scenario/kvkDocType) so that the documents reach the correct addressee

Next, the subscriber has the opportunity to create the following documents:

1. Registration/re-registration of a water management passport;

2. Obtaining/extending conditions for discharge.

3. Agreement for normatively clean water;

4. Agreement for services for the discharge of excessively polluted wastewater into the city sewer;

5. Agreement for debt restructuring;

6. Letter for the engineer to leave to inspect the facility;

7. Letter for postponement/granting deadlines;

8. Letter on the implementation of comments/prescriptions of inspection acts;

9. Letter on assigning the facility the status of a socio-cultural purpose;

10. Super-normative agreement;

11. Agreement for conducting wastewater control;

12. Information sheet (change of details and responsible person, etc.).

Please note that from 01.04.2024, the acceptance of documents and their issuance (Agreement for normatively clean water; Agreement for services for the discharge of excessively polluted wastewater into the city sewer; Agreement for conducting wastewater control; Agreement for debt restructuring; Letter for the engineer's departure to inspect the facility; Letter for postponement/granting deadlines; Letter on the implementation of comments/prescriptions of inspection acts; Letter on assigning the facility the status of socio-cultural purpose; Super-normative agreement; Submission of an application for the issuance/extension of conditions for wastewater discharge; Submission of a PVG for registration/re-registration; Information letter (change of details and responsible person, etc.) are carried out exclusively:

- through a personal account for legal entities and the electronic document management service "Signy" (https://my.signy.online);

- at the Consumer Service Center Kyivvodokanal No. 1 (CSO No. 1) at the address: ul. Leiptsyzka, 1-A, 1st floor: Monday-Thursday from 8:00 to 17:00, Friday from 8:00 to 16:00 (lunch break 12:00-12:45). Documents are accepted only through the personal account and the electronic document management service "Signy". The responsible person of CSO No. 1 provides subscribers with assistance in scanning documents into digital form and helps/conducts consultations in the process of uploading them to the electronic account with the mandatory signing of these documents by the subscriber's KEP/EDS.

- at the Consumer Service Center of Kyivvodokanal No. 2 at the address: ul. Elektrotekhnichna, 16, 1st floor, office 117, window No. 1: Monday-Thursday from 8:00 to 16:40, Friday from 8:00 to 15:40 (lunch break 12:00-12:45). Documents are accepted only through the personal account and the electronic document management service "Signy". If the subscriber wants to submit documents through the account and the electronic document management service "Signy", the responsible person from the Department of Environmental Supervision provides subscribers with assistance in scanning documents into digital form and helps/provides consultation in the process of uploading them to the electronic account with the mandatory signing of these documents with the subscriber's EDS/Electronic Signature.

Note*: documents sent to the e-mail address, left in the mailbox on the 1st floor or signed with the EDS/Electronic Signature by another person or another enterprise will not be registered with Kyivvodokanal.
