On establishing state social standards in the sphere of housing and communal
services
In order to ensure state social guarantees in the sphere of housing and communal services, to bring the existing norms of consumption of housing and communal services to their actual volume of consumption, to observe the principle of social justice when providing benefits and subsidies, in accordance with Articles 5 and 9 of the Law of Ukraine "On State Social Standards and State Social Guarantees", the Cabinet of Ministers of Ukraine decides:
1) for using services of centralized cold water supply - 2 cubic meters per person per month in the presence of centralized hot water supply and 3.6 cubic meters per person per month in the absence of centralized hot water supply.
2) for the use of centralized hot water supply services - 1.6 cubic meters per person per month.
3) for the use of centralized water drainage services - 3.6 cubic meters per person per month.
In the absence of centralized water drainage (in the absence of a centralized water drainage system and in the presence of centralized water supply and cesspools) for the removal of liquid sewage - 3.6 cubic meters per household per month.
3.1 . To establish that benefits and subsidies are provided for the payment of contributions for the installation, maintenance and replacement of commercial water and heat metering units.
3.2 . To establish that subsidies for the payment of subscriber services for consumers of communal services provided in apartment buildings under individual contracts are provided within the limits of the maximum amount of the subscriber service fee.

for granting benefits for payment of housing and communal services, purchase of solid fuel and
liquefied gas in cash
5. This resolution shall enter into force on the date of its publication and shall apply from May 1, 2019, except for paragraphs 1 and 3 of this resolution and paragraphs 3, 4, 6 of the amendments approved by this resolution, which shall apply from October 1, 2019. This Procedure shall apply to persons entitled to benefits in accordance with the Laws of Ukraine.
Benefit payment mechanism
7. Payment of the calculated benefit amount is made in cashless form by transferring funds to the account of the Ministry of Social Policy at JSC “Oschadbank” on the basis of an agreement concluded between the Ministry of Social Policy and JSC “Oschadbank”.
Upon the application of the beneficiary submitted to the structural unit for social protection of the population by October 15 (May 15), which indicates the payment details, the benefit is paid in cash from the beginning of the heating (non-heating) season. If the application is submitted after October 15 (May 15) during the heating (non-heating) season, the benefit is provided in cash by transferring funds to the beneficiary's account in an authorized bank from the month following the month of application submission.
Beneficiaries who are provided with a benefit in cash are obliged to pay the cost of the service actually consumed every month, taking into account the amount of the benefit transferred to managers, associations, and utility service providers or paid to such beneficiaries in cash.
Managers, associations, and utility service providers shall provide the structural units for social protection of the population with information by October 1 and May 1 on the amount of debt for payment of services (contributions/payments) that is overdue for more than three months (as of the date of provision of such information), the statute of limitations for which has not expired, in respect of beneficiaries who receive a benefit in cash.
Financing and transfer of benefits in cashless form
is carried out in the following sequence:
On the basis of the received registers of accrued amounts of payments to beneficiaries, JSC “Oschadbank” transfers funds in the amount of accrued amounts for services consumed in the previous month from the account for payment of benefits to the accounts of managers, associations, and performers of public utilities, on the 18th of each month, with the provision of registers of accrued amounts of payments to beneficiaries, which indicate information about the transfer of funds.
The transfer of funds for services (expenses) is carried out in the following sequence:
supply of thermal energy, supply and distribution of natural gas or supply and distribution of electricity in the presence of the appropriate type of individual heating, supply of hot water, centralized water supply, centralized sewage, supply and distribution of electricity, supply and distribution of natural gas, household waste management, services for managing an apartment building, contributions for the installation, maintenance and replacement of commercial metering units.
Payment of benefits in cash:
Payment of benefits in cash is carried out by transferring funds by the structural unit for social protection of the population to the beneficiary's account opened at an authorized bank institution, or through payment facilities of JSC "Ukrposhta".
Liability for submitting false information and preparing reports
19. The beneficiary is obliged to notify the structural unit for social protection of the population about changes in all circumstances that affect the provision of benefits.
The amounts of benefits paid in excess as a result of abuse by the beneficiary, at the request of the structural unit for social protection of the population, are returned by the beneficiary to the state budget.
The funds of the excessively transferred (paid) benefit are returned by the beneficiaries to the non-budgetary accounts of the structural units for social protection of the population, opened in the Treasury.
To obtain information about the services consumed, the amounts accrued for services, the amount of debt (overpayment), housing subsidy recipients contact the managers, associations, and utility service providers.
Citizens who are assigned a housing subsidy are obliged to pay the cost of the service actually consumed every month, taking into account the amount of housing subsidy transferred to managers, associations, utility service providers or paid to them in cash.
