Як відбувається опломбування?

Specialist of Kyivvodokanal contacts the resident to clarify a convenient date and time for the visit.
Approximately within 14 days from the moment of submitting the application, a specialist of Kyivvodokanal arrives at the agreed time.
The resident provides a passport for the meter or a certificate of verification, where the last verification date is indicated.
The specialist performs sealing and draws up an act. From the moment of sealing the meter, the calculations for the consumed water and the corresponding volume of sewage are made based on the meter readings.
If the specialist finds that the meter is installed with violations of the norms of operation or its integrity is damaged during sealing, taking such a device into account is impossible.

Чи потрібне переопломбування лічильника, якщо опломбовано ЖЕО або організацією, яка має ліцензію?

According to the law, the supplier of services, i.e. Kyivvodokanal, must accept the accounting tool into operation and seal it. In the future, service centers of the Central City Council will be connected to this process by delegating the appropriate powers to them. Sealing of the meter by third-party organizations is not a basis for its acceptance into the accounting by the Company.

Як діяти у випадку необхідності розпломбування лічильника?

На підставі яких документів необхідно здійснювати повірку засобів обліку?

Article 17. Part 1. "Legally regulated measuring instruments that are in use shall undergo periodic verification and verification after repair."

Article 17. Part 4. Clause 5 "Periodic verification, maintenance, and repair (including dismantling, transportation, and installation) of accounting units that ensure individual metering of heat energy and water consumption in apartments (premises) of a building are carried out at the expense of the owners of such accounting units, unless otherwise stipulated in the contract. In case the co-owners of an apartment building conclude individual agreements for the provision of the relevant communal service, periodic verification, maintenance, and repair (including dismantling, transportation, and installation) of such accounting units are ensured by the service provider at the expense of the fee for subscription service, established in accordance with the Law of Ukraine "On Housing and Communal Services".

All water metering devices must be tested in a timely manner, taking into account the established inter-intervals (i.e., a certain time interval between two consecutive periodic inspections), according to the Indicators of Measuring Techniques, the types of which are registered in the State Register of Measuring Techniques of Ukraine.

Depending on the type of water metering device (specified in the device's passport), the inter-inspection period is set at 3 or 4 years from the date of the last inspection, but not more than three times. The guaranteed service life of the device provided by the manufacturer is from 10 to 12 years.

Therefore, starting from December 2017, the verification and repair of water metering devices owned by individuals is carried out at the expense of consumers.

Як проводитиметься повірка квартирних засобів обліку ПрАТ «АК «Київводоканал»?

On the agreed day, after paying for the service, a master from PJSC "Kyivvodokanal" will come to the customer to inspect the location of the accounting node.

A) If it is found during the inspection that the accounting device can be removed, the master will take the last readings of the meter, unseal and remove the meter. The master will install a temporary pipe in its place.

The removed meter will be taken by the master for verification in a specialized laboratory of PJSC "Kyivvodokanal". The verification of the water meter will be carried out within a period not exceeding one calendar month.

If the device passes the verification, a representative of PJSC "Kyivvodokanal" will contact the customer and agree on a date and time for the master's visit to install the verified meter.

On the agreed day, the Kyivvodokanal master will remove the pipe and install the verified meter and seal it.

After the work is done, the master will draw up an act (in 2 copies) with the following information:

– the date the work was done;

– the name of the employee who performed the work;

– the type, factory number, and readings of the meters, both removed and installed;

– the numbers of the seals used to seal the meter and its connecting parts;

– the contact phone numbers of the customer service center, where the resident can contact in case of incorrect operation of the devices.

The aforementioned document will give the right to calculate the bill based on the verified accounting device.

If the accounting device does not pass the verification, PJSC "Kyivvodokanal" will return the device to the customer along with a certificate of unsuitability issued by DPE "Ukrmetrteststandard". The unsuitable accounting device must be replaced within a month.

B) If the accounting device cannot be removed, the master will draw up a corresponding notice to the customer to eliminate the identified defects.

After the customer has eliminated the identified defects, the meter verification will take place according to the procedure described above.
